Victor and Sally Fernandez
Their ministry has been mainly to the poor and underprivileged people of Iloilo City on the Panay Island. In 1999 Living Waters embarked upon a project to build them a Church as a love gift to these people who had no building, and were struggling to fulfil their work. One of our elder’s Peter Kember went to Iloilo City, a suitable piece of land was found and purchased and the project began helped by Soapbox teams who twice went out to help with the construction.
In October 2001, Charles and Joyce Sibthorpe (Charles being one of the Elders of Living Waters) travelled to the Philippines and the building was dedicated with thanksgiving to God and great rejoicing. In March 2006, Joyce & Charles Sibthorpe together with Peter & Alison Kember (Charles and Peter being Elders of Living Waters) again visited Iloilo. To attend the Graduation Celebrations at Bethel Bible College in Manila, where Victor Fernandez Jnr, was receiving his Batchelor of Theology after four years study. Before attending the graduation they spoke in the Church on the Sunday morning, spent time in the homes of the people and travelled to Alimodeon, where a church has been planted and they have constructed bamboo buildings for their gathering.

The government of the Philippines has made a great deal of progress in implementing the UN Convention on the rights of the child, yet poverty in the country continues to impact children severely. It is estimated that almost half of Filipino children live below the poverty line.
Large numbers of families have been stripped of their land as large scale farming for export crops is prioritised. Filipinos have migrated to cities in search of a brighter future, yet often they face unemployment in squatter settlements.
Family life is being threatened as the numbers of single parent families are growing and social problems such as violence, abuse and crime are rife.
The most recent Human Development Report ranks Philippines at 84, with a medium human development rating status. The Human Development Index (HDI) value is 0.763 compared to the HDI of the UK, which is 0.940.
